Infeasibility reasons available via the Optimization API

Infeasibility reasons from Optimization runs are now accessible via a dedicated API endpoint, returning the same detailed reasoning available in the run results page.

The endpoint supports both internal and customer-facing integrations, returning specific reasons per Job, including working hour limits, travel time feasibility, availability attributes, and full allocation requirements.
